What commercial vehicle owners in Kerala need to know about AIS 140, speed governors, and RTO enforcement.
If you own or operate a commercial vehicle in Kerala — a bus, taxi, goods carrier, school vehicle, or ambulance — you’ve likely heard about the AIS 140 GPS tracking mandate and speed governor rules. Enforcement has tightened over the past year, and vehicles without compliant devices are increasingly getting flagged at RTO renewals and checkposts. Here’s a clear breakdown of what’s actually required.
AIS 140 is the technical standard for Vehicle Location Tracking Devices (VLTD) that the Ministry of Road Transport and Highways made mandatory for public service and commercial vehicles under the central government’s Nirbhaya Scheme for passenger safety. In Kerala, the Motor Vehicles Department (MVD) administers compliance through the Suraksha Mitra platform (developed by C-DAC), with device registration, RTO physical inspection, and a VTS Installation Certificate required before a vehicle is considered compliant.
The mandate applies to commercial (“yellow board”) vehicles, including:
Private vehicles with white number plates are not covered by this requirement.
Not every GPS tracker on the market meets the standard. A certified AIS 140 device typically includes:
School buses have additional requirements — typically four emergency buttons for students plus one for the driver, an over-speed buzzer, and a tilt alert sensor.
Alongside GPS tracking, many transport vehicle categories are also required to fit a speed-limiting device (speed governor) conforming to AIS-018, under amendments to Rule 118 of the Central Motor Vehicles Rules — a requirement the Supreme Court has directed states to enforce. Unless a vehicle’s manufacturer certifies that retrofitting isn’t feasible, or it already has an AIS-004 compliant Electronic Control Unit, fitment is mandatory for the applicable vehicle categories.
The original national deadline for AIS 140 compliance has already passed, and Kerala MVD now actively checks for it — including through ANPR cameras at checkposts linked to the VAHAN database. Non-compliance commonly results in:
If your vehicle hasn’t been fitted yet, it’s worth treating this as urgent rather than optional — the earlier you get inspected and certified, the less disruption to your operations.
We handle the entire process for fleet owners across Cherthala, Alappuzha, Kottayam, Pathanamthitta, Kollam, and Trivandrum — AIS 140 government-approved GPS tracker installation, speed governor fitment and calibration, dash camera installation, and support through the RTO certification process. If you’re not sure whether your vehicle is compliant, or your existing device is giving trouble, get in touch and we’ll check it for you.
Note: Compliance requirements and enforcement details can change with new MVD circulars. This post is a general guide — for your vehicle’s exact requirements, contact us or check directly with your local RTO.
We’ll check your existing devices and handle AIS 140 and speed governor certification end to end.
