What the installation, calibration, sealing and RTO certification process actually involves.
If your vehicle falls under Kerala MVD’s speed governor mandate, having the device fitted is only half the job — it also has to be correctly calibrated and sealed to pass RTO inspection. Here’s what the process actually involves.
Under amendments to Rule 118 of the Central Motor Vehicles Rules, speed-limiting devices conforming to AIS-018 are mandatory for most categories of transport vehicles — goods carriages, buses, taxis, and other commercial vehicles — unless the manufacturer certifies retrofitting isn’t feasible, or the vehicle already has an AIS-004 compliant Electronic Control Unit governing speed. The Supreme Court has directed states, including Kerala, to actively enforce this alongside the AIS 140 GPS tracking mandate.
A speed governor is wired into the vehicle’s fuel or engine management system so it physically limits the maximum speed the vehicle can reach, regardless of how far the accelerator is pressed. The installer:
Calibration is what connects the physical device to an accurate, certifiable speed limit. A governor that’s fitted but poorly calibrated can under- or over-report actual speed, which causes two different problems: a vehicle that’s technically non-compliant despite having the hardware installed, or a vehicle that’s limited more aggressively than it needs to be, affecting operational efficiency. Correct calibration also matters for the RTO inspection and certificate issuance — inspectors check the device against the vehicle’s actual speed, not just whether a unit is physically present.
After installation and calibration, the vehicle goes through RTO inspection, where the fitted speed governor (and, where applicable, the AIS 140 VLTD) is checked and recorded before a compliance certificate is issued. Kerala MVD cross-checks this against the VAHAN database, and vehicles without a valid certificate risk denial of fitness certificate renewal, fines, or detention at checkposts.
Once fitted and sealed, a speed governor shouldn’t be tampered with — a broken seal or a bypassed unit is treated the same as having no device at all during inspection. Periodic checks (especially after any engine or fuel system servicing) help confirm the seal and calibration are still intact.
We handle speed governor installation, calibration, and sealing for fleet owners across Cherthala, Alappuzha, Kottayam, Pathanamthitta, Kollam, and Trivandrum, alongside AIS 140 GPS tracker and dash camera fitment — so your vehicle can go through RTO inspection in one go rather than multiple visits. If you’re not sure whether your existing governor is correctly calibrated, get in touch and we’ll check it.
Note: Compliance requirements and enforcement details can change with new MVD circulars. This post is a general guide — for your vehicle’s exact requirements, contact us or check directly with your local RTO.
We’ll inspect it and handle recalibration and RTO certification if needed.
